I have known Mr. Benedict Atuahene Owusu since the year 2016 in my capacity as the Deputy Director of Diocesan Health Service for the Catholic Diocese of Goaso in the Ahafo Region of Ghana. He was posted to St. John of God Hospital as the IT Manager at the time I was assisting the administration of the hospital due to the absence of the substantive Administrator.

Since his assumption of duty, he facilitated the design of a comprehensive objective for the IT Department out of which he carved the following personal objectives:

– Streamlining regulatory framework for health data for electronic health solutions
– Building institutional capacity for wide application of electronic health solutions
– Increasing access and bridging equity gap in healthcare delivery using ICT
– Ensuring a paperless records and reporting system

He successfully lobbied MTN to deploy 4G LTE in Duayaw Nkwanta as a first step to ensuring high speed uninterrupted internet service which is the foundation for telemedicine, video conferencing, health research and others. He successfully implemented a managed service software (PRTG) as a proactive measure to resolve problems before it escalates. He also made a strong effort to ensure that service providers comply with regulatory requirements.

However, he was unable to achieve all his objectives at the hospital due to reasons beyond his control.
